This example ITQ Charter (from Leeds College of Technology) forms an agreement between provider name and employer name. It outlines how to gain maximum benefit from an ITQ Programme, and explains what will be expected of each party.

The Training Provider Responsibilities:
1. To understand the employer IT user skills requirements and training objectives and advise on the most appropriate ITQ programme.
2. To assess learners existing competencies against the IT User National Occupational Standards and agree an Individual ITQ Learning Plan to achieve the outcomes of the Learning Programme using a recognised skills diagnostic methodology, such as the e-skills Passport
3. To ensure that the Learning programme meets the LSC, e-skills UK Sector Skills Council and Awarding Bodies quality assurance processes
4. To provide the necessary tailored support towards the overall ITQ programme, training and assessment to meet employer and Individual objectives.
5. To recognize the contribution of manager, peer and subject expert witnesses within the company, providing training and support where required to fulfill the role to Awarding Body and e-skills UK satisfaction.
6. To ensure regular monitoring and reviews are carried out on all aspects of the programme and provide regular feedback and review to an agreed schedule and level of detail to employer, manager and learner.
7. To survey the satisfaction of learners and employers and respond to feedback
The Employer Responsibilities:
1. To agree jointly with the Training Provider and Learner an Individual Learning Plan as required, ensuring that satisfactory progress is maintained. Any changes to the plan to be agreed at scheduled review stages.
2. To provide as far as is reasonably practical, the experience, facilities and training necessary to achieve the training objectives as highlighted in the Individual learning plan. Without loss of wages or other benefits and to treat the learner fairly and reasonably as an employee would be treated.
3. To provide mentoring support and guidance to the learner.

This agreement may be terminated - subject to normal appeal, disciplinary and notice procedures - If in the opinion of any or all of the parties the terms and conditions of the agreement are not being met.
